APO, NPCC Collaborate to Elevate Productivity in Asia with Blockchain Training on E-Government Applications

PHNOM PENH: The Asian Productivity Organization (APO) and the National Productivity Center (NPCC) of MISTI are co-hosting a training program on Blockchain Technology Application in e-Government from August 5-9, 2024, in Phnom Penh, aimed at enhancing productivity in the Asian region.

The event, presided over by H.E. Phork Sovanrith, MISTI’s Secretary of State and APO Director for Cambodia, brought together productivity representatives from various countries including Cambodia, India, Indonesia, Malaysia, Pakistan, the Philippines, Sri Lanka, Thailand, Turkey, and Vietnam.

“Blockchain technology has emerged as a transformative force in various sectors, including e-government initiatives in Cambodia. Its application can significantly enhance transparency, efficiency, and security in governmental processes,” said H.E. Phork Sovanrith.

Throughout the program, productivity representatives from the region will explore the practical applications of blockchain-driven solutions in e-governance systems. The objective is to help them grasp the importance of blockchain architecture in advancing e-government initiatives and improving service delivery by public-sector organizations, ultimately enhancing the efficiency and effectiveness of e-government programs through the integration of blockchain technology.

The Asian Productivity Organization promotes productivity in the Asia-Pacific region through collaborative activities, capacity building, and knowledge sharing to enhance economic growth and development.

Anndy Lian Believes Blockchain Tech Drives Innovation and Productivity in Enterprise Businesses

The World Blockchain Summit (WBS) organized by Trescon has speakers from government officials, blockchain evangelists and business leaders in the region.

The topic about Blockchain for Enterprise is discussed in one of the key panels at the summit. The panel has a good mix of Singapore blockchain experts: Anndy Lian- Member of Gyeongsangbuk-do Blockchain Special Committee, Government of the Republic of Korea and Blockchain Advisor of Asian Productivity Organisation, Elias Tan- Singapore Lead, NEO, Joseph Toh- Founder of SignKeys, Hock Yun Khoon- Partner, Blockchain Fund 1 of Tembusu Partners and Yi Ming- Partner of TRIVE.

Anndy Lian who is an advisor to intergovernmental organisations brought up a few good points during in this panel. He has urged corporations when adopting blockchain to be realistic and resourceful. Companies and people in blockchain must also keep an open mind. He believes why South Korea is successful in blockchain is due to their openness. He has seen this in Seoul, Gyeongsangbuk and Jeju especially where the governors are pushing hard for blockchain.

Anndy continued by saying “Blockchain is not everything. In order to adopt enterprise blockchain solutions, the companies need to access the need for this new technology and how they want to adopt it. Companies need to be realistic and not adopt blockchain blindly. They need to be resourceful and find the right experts to attain their blockchain vision. Blockchain technologies and companies should also work together more, collaborate often and share the knowledge with each other! Blockchain is a perfect enterprise tool for innovation and productivity if we apply the right know-how.”

Elias Tan echoed to the remarks and he said “I agree with Anndy Lian. The blockchain communities should work more together. It is not easy to get companies to understand blockchain. I faced the same issues when I deal with my family members. They do not see the need to implement blockchain. I took a long time and through numerous meeting with the family and board members to let them understand how this technology work. So when there is a chance to implement blockchain for companies, we must show them what blockchain can really do for them. We need to do our best!”

Hock Yun Khoon then went on to share some of the more successful case studies that are impactful for industries such as airlines, supply chain, logistics, medical and finance. He sees that blockchain technology is the way forward and companies should start to study about it and we will see a higher adoption rate in the near future.

Off the stage, Blockcast.cc has also managed to catch hold of some delegates to ask them about how they feel about the blockchain industry. Singapore delegations such as Manoj Thacker of Sky & Institute of Blockchain Singapore, Jocelyn Yu of Dgroup, Haw Leng of RegTech, Janet Lee of Venture Capital Network were also present and all of them are very positive about the new technology and want to see more truly Singapore driven blockchain initiatives.

“I flew in from Mauritius for the summit and I am glad to see like-minded people, I had good discussions with some of the panelists too. Coming here gives me more confidence and proved that South East Asia such as Singapore is a good place to further develop the blockchain industry.” Sebastien Ng, Founder of Masternode Ventures said.

Mr. Anndy Lian is the Blockchain Advisor for The Asian Productivity Organization (APO). The appointment ceremony was held in May 2019 in Bangkok and Dr. Santhi Kanoktanaporn, Secretary-General of APO, hosted the ceremony and personally presented the appointment.

The Asian Productivity Organisation (APO) is an intergovernmental regional organisation established by Convention in 1961 by several governments in Asia to hasten their economic development. The current membership is 20 economies, comprising Bangladesh, Cambodia, Republic of China, Fiji, Hong Kong, India, Indonesia, Islamic Republic of Iran, Japan, Republic of Korea, Lao PDR, Malaysia, Mongolia, Nepal, Pakistan, Philippines, Singapore, Sri Lanka, Thailand, and Vietnam. These countries/economies pledge to assist each other in their productivity drives in a spirit of mutual cooperation by sharing knowledge, information, and experience. Exploration of future technology such as Blockchain is part of their roadmap.

Mr. Lian is an all-rounded business strategist with more than 15 years of experience in Asia. He has provided advisory across a variety of industries for local, international and public listed companies. Mr. Lian is also the founder, advisor and board member of several other companies in Asia and Europe. He currently plays a pivotal role at the Gyeongsangbuk-do Blockchain Special Committee, under the Gyeongsangbuk-do provincial government (Republic of Korea), helping the city to grow using blockchain technologies together with Blockchain Experts like Brock Pierce from Bitcoin Foundation and Alexis Sirkia from Yellow.com.

He is also involved in a blockchain based supply chain solution provider based in Singapore and has strong foothold in South Korea, China and ASEAN. Prior to his blockchain stint, Mr. Lian played a leadership role in not for profit and quasi government linked organisations such as Singapore Business Federation and Singapore Institute of International Affairs where he worked alongside with policy makers, private sector decision makers and experts to create impacts for different industries.

According to the appointment, Mr. Lian will perform his advisory role to advise the Secretariat on the latest concepts and applications of blockchain technologies in cybersecurity and IoT network data integrity across smart factories and upskill the Secretariat staff in blockchain technologies as applicable to productivity – through knowledge sessions, roundtable discussions and workshops. Mr. Lian will also be piloting blockchain-based information on-chaining and cybersecurity in IoT-enabled smart factories across selected APO members in the first phase and then eventually across APO’s 20-members and incubating a supportive blockchain eco-system for smart industries by crowdsourcing for promising blockchain business ideas; piloting projects which deploy innovative blockchain solutions across industries; and accelerating blockchain start-ups by giving technical, financial and consultancy support from various stakeholders and partners.

This appointment allows Mr. Lian to work closely with APO’s 20 members and help them move into a blockchainised industrial revolution, enhancing their productivity and competitiveness.
