During his feature session on Binance’s Blockchain 100 series, best-selling author and intergovernmental advisor Anndy Lian delivered an unfiltered critique of modern crypto, global regulation, and the coming era of autonomous intelligence. Below is a curated synthesis of Lian’s perspectives, driven primarily by his direct statements.

On Regulatory Misalignment

Reflecting on his experience advising over 20 governments on blockchain policy, Lian highlighted the severe disconnect between rigid state enforcement and fluid, borderless liquidity:

“We are like fighting a 2026 war with a 1934 playbook. Tech builders understand finance and borderless liquidity, but the government is still stuck trying to fit decentralization into a centralized, rigid bucket.”

He cautioned that state interventions carried out under the premise of user protection often cause more financial damage than actual code vulnerabilities:

“The narrative of investor protection is often like a Trojan horse… When a government explicitly bans an off-ramp or freezes a stablecoin rail, that costs more retail liquidation than a lot of these DeFi exploits in a year.”

On USD Stablecoins and Macro Liquidity

Dismissing the notion that digital assets exist primarily to dismantle sovereign currencies, Lian observed how USD-pegged stablecoins serve as vehicles for American monetary reach:

“Crypto didn’t kill the dollar dominance. In fact, cryptocurrency saved it. It extended the reach of the US dollar into unbanked corners of the world where the Federal Reserve could never physically go.”

Observing real-world settlement dynamics across emerging markets in Asia, Africa, and the Middle East, he added:

“SMEs are completely bypassing the SWIFT network to pay for goods and services using stablecoins—not because they love Web3, but because cryptocurrency is more efficient.”

On the Fallacy of Web3 and the Shift to Web4

Addressing the core argument of his bestseller, Web4: The Age of Autonomous Intelligence, Lian challenged the assumption that Web3 protocols offer genuine decentralization:

“Web3 is not decentralized. Many of our friends will say Web3 is decentralized by code, but human beings still hold the ultimate keys. They can stop transactions and change transactions—no different from what a central bank is doing.”

To eliminate human bias, administrative corruption, and centralization, Lian advocates for Web4, where artificial intelligence operates as an automated execution layer on top of verifiable cryptographic networks:

“If human beings cannot make the decision, let AI do the thinking and execution so things can be more fair. If we really want to build a decentralized future, Web4 is the way to go.”

On Human Survival in an AI Economy

As AI rapidly automates technical coding and front-end development, Lian outlined the necessary evolution for industry professionals:

“If you try to compete with AI on speed and processing power, you have already lost the war. We will be architects, not builders. Humans will shift from execution to curation and governance—defining the ethical and risk boundaries.”

Anndy Lian is an early blockchain adopter and experienced serial entrepreneur who is known for his work in the government sector. He is a best selling book author- “NFT: From Zero to Hero” and “Blockchain Revolution 2030”.

Currently, he is appointed as the Chief Digital Advisor at Mongolia Productivity Organization, championing national digitization. Prior to his current appointments, he was the Chairman of BigONE Exchange, a global top 30 ranked crypto spot exchange and was also the Advisory Board Member for Hyundai DAC, the blockchain arm of South Korea’s largest car manufacturer Hyundai Motor Group. Lian played a pivotal role as the Blockchain Advisor for Asian Productivity Organisation (APO), an intergovernmental organization committed to improving productivity in the Asia-Pacific region.

An avid supporter of incubating start-ups, Anndy has also been a private investor for the past eight years. With a growth investment mindset, Anndy strategically demonstrates this in the companies he chooses to be involved with. He believes that what he is doing through blockchain technology currently will revolutionise and redefine traditional businesses. He also believes that the blockchain industry has to be “redecentralised”.
